Cost Allocation Proceedings

Cost allocation proceedings for natural gas recur on a Biennial (BCAP) or Triennial (TCAP) basis. These proceedings address:  

  • The allocation of the costs of service across customers and the design of rates that customers pay.   
  • Gas service rates based on the remaining balances in various utility accounts that have been authorized by the CPUC.   
  • Serve as a forum for various policy and other issues.     

Cost Allocation Proceedings are conducted on a utility basis.

2016 Triennial Cost Allocation Proceeding (TCAP) 

 Phase 1 

In December 2014, SDG&E and SoCalGas filed an Application in Phase 1 Natural Gas Rates, requesting CPUC approval to increase those rates effective January 1, 2016.  


Phase 2 

In July 2015, SDG&E and SoCalGas filed their Application in Phase 2 to update demand forecast and marginal unit costs, effective January 1, 2017.
